The State Energy Advisory Board (STEAB) – a federally chartered advisory committee – develops recommendations for consideration by the U.S. Department of Energy (DOE) and Congresses regarding federal clean energy programs. By statute, STEAB includes State Energy Office members, and others, appointed by the U.S. Secretary of Energy. Emissions Reductions, Business Innovation, and Expanding Renewable Energy Options – Our Electricity System is Changing (In-Depth Concurrent Breakout Sessions)
Breakout #1: "Non-Ratepayer" Energy Efficiency Program Options and 111d – 50% of the Solution (Pulaski Room, Lobby Level)
As states consider comments on EPA's draft 111(d) rule, it is important to consider compliance options for the use of both ratepayer utility-delivered energy efficiency programs and so called non-ratepayer programs - those programs not overseen by utility commissions. For example, state and local government public facility retrofit programs – often managed by State Energy Offices – total $6 billion in cost-effective energy efficiency investments annually. Add to these investments, renewable energy projects, financing initiatives, industrial efficiency, municipal power programs, and building energy codes and it becomes clear that these "non-ratepayer" options constitute more than 50 percent of the potential energy efficiency compliance solution. This session examines the questions and opportunities these programs present as states consider this issue.

The U.S. Environmental Protection Agency’s (EPA’s) Clean Power Plan, which proposes regulations for greenhouse gas emissions from existing power plants under Section 111(d) of the Clean Air Act, holds significant implications for the way state agencies and their partners design, implement, and measure the impact of energy efficiency, renewable energy, and demand response programs. Options and Opportunities for the United States’ Energy Infrastructure: An Update on the Quadrennial Energy Review
Affordable, clean, and secure energy and energy services are essential for improving U.S. economic productivity, enhancing quality of life, protecting the environment, and ensuring the nation's security. To help meet these goals, President Obama called for the Administration to conduct the first-ever Quadrennial Energy Review (QER) to focus on energy infrastructure and identify the threats, risks, and opportunities for U.S. energy and climate security. They have significantly reduced U.S. electricity consumption and provided economic benefits for consumers and businesses—an estimated $1.1 trillion in savings by 2035. Beyond the economic benefits, appliance standards can be a useful tool as states strive to meet energy efficiency and air quality goals. This session will provide an update on latest state and federal actions and will highlight new state opportunities.

State Energy Planning: Examples and Resources
Energy planning has a longstanding history in many states and recent analysis by NASEO shows that state energy planning is rapidly becoming a priority for governors and legislatures looking to establish policies and programs to deal with evolving energy markets and create economic development opportunities. This session will provide an opportunity to hear about the experience of two states that have completed a comprehensive state energy planning process as well as learn about key NASEO resources available as state energy offices either begin the planning process or are looking to update existing plans.

Schultz - Bingaman Bipartisan Report Recommends Expansion of U.S. State Energy Program
Former U.S. Senator Jeff Bingaman announced the release of The State Clean Energy Cookbook: A Dozen Recipes for State Action on Energy Efficiency and Renewable Energy. The development of the bipartisan report was led by former Senator Jeff Bingaman and former Secretary of State and Treasury George Schultz under a joint study by Stanford University’s Steyer-Taylor Center for Energy Policy and Finance and the Hoover Institution’s Shultz-Stephenson Task Force on Energy Policy. The report highlights several great state energy best practices examples. Of particular note, the bipartisan group recommended only one federal action — expanded support for the U.S. State Energy Program.
